Because a lot of blind people have someone drive them to the ATM. And also because the drive up ATM uses the same front-panel as the walk-up model and it would cost more to make two separate models.

Those ATMs are the same ones used at walk ups. They don't break them down as it would not be cost effective. Learn Braille and you can multitask at the ATM.

Because not everybody drives up to it, and blind people need to use an ATM sometimes too.

Some people who are legally blind are able to get drivers licenses. I know two such folks; a singer at church and my father-in-law.
